Vancouver, Wash. –On March 29, 2022, at 4:35 p.m., several witnesses called to report a vehicle versus pedestrian collision at E Fourth Plain Blvd./Todd Road. The victim, a 56-year-old female, was struck in the middle of the crosswalk by a vehicle that failed to yield and failed to stop after the collision. The victim had the signal lights illuminated and several other vehicles had already stopped for the crossing. The suspect vehicle was described as a metallic silver or blue Honda Pilot that continued eastbound after striking the pedestrian. The victim suffered multiple injuries and was transported to an area hospital for treatment. 

The suspect vehicle was located at the residence in Vancouver and Bradley Kintin, 20 years of age, was arrested and booked into the Clark County Jail for Vehicular Assault and Hit and Run Injury.

Vancouver Police investigate shooting (Photo)03/21/22

Vancouver, Wash. –On March 19, 2022, at approximately 5:37 p.m. a robbery occurred at a Kohl’s located outside the city limits at (9312 NE 5th Ave.). The suspects fled the location in a stolen vehicle and deputies from the Clark County Sheriff’s Office spotted the suspect vehicle on I-5 southbound. The pursuit of the suspect vehicle continued into the city limits and officers from the Vancouver Police Department also entered the pursuit. In the area of 2600 Fairmount Avenue, a Clark County Sheriff’s Deputy reported that two rounds had been fired at his vehicle from the suspect vehicle. The deputy was not injured. The suspect vehicle lost control and crashed into a PUD pole in the area of E 33rd St./Watson Ave. All occupants of the vehicle were detained by police and the driver and front passenger were both arrested and booked into the Clark County Jail. A firearm was thrown out of the suspect vehicle after the shooting and both the firearm and shell casings were recovered by Vancouver Police.

The Vancouver Police Department is investigating the shooting, the Clark County Sheriff’s Office is investigating the robbery and pursuit.

Vancouver Police seeks missing teen (Photo)03/18/22

The Vancouver Police Department is seeking the community’s help in finding a teen girl missing since 2/28/2022. Rachel Rutherford is a 14-year-old white female. She is 5’2″ tall and weights about 110 lbs. She has brown hair, partially dyed blue, and hazel eyes. She was last seen dressed as pictured in the photo outside the convenience store.

Update. Please disregard the previous news release. Shellbie Smith has been located and is safe.

Shellbie Marie Lei Smith is a missing endangered person. Her last location is believed to be the 4900 block of NE St Johns Rd in Vancouver at about 2:30am on 03/11/2022. Shellbie is described as 5’07”, 140 pounds, hazel eyes, and red hair. There is no description of what she was wearing at the time of her disappearance. Shellbie may have suffered an injury that requires medical care. Anyone that may have seen Shellbie around the time frame of her disappearance or knows her current location is urged to call Sgt Pat Moore at (360)869-6503 or call 911. 

Vancouver Police investigate shooting03/07/22

Vancouver, Wash. –On March 6, 2022, at approximately 2030 hours, Vancouver Police responded to a Disturbance with a Weapon at the Wal-Mart located at Grand/Fourth Plain. When officers arrived, they located a male with a facial injury and learned that he and another male were allegedly conducting a drug deal in the parking lot and at one point the interaction turned violent and the suspect produced a handgun and fired it at the feet of the victim causing either fragments of brick, or fragments of the projectile to ricochet up and strike the victim’s face.  Officers located a male nearby that matched the suspect description and witnesses confirmed he was the male involved in the shooting. 

Calvin S. Davis, was booked into the Clark County Jail for Assault I.

Vancouver Police investigate two weekend drive-by shootings03/07/22

Vancouver, Wash. –On March 5, 2022, at approximately 3:46 p.m., Vancouver Police responded to E 25th St. between Main St. and Broadway St. for the report of a drive-by shooting. Two males, each armed with a handgun, were walking eastbound on the southside of E 25th St. approaching Broadway St. when they heard multiple gunshots behind them.  They turned around to find that they were being shot at by occupant(s) of a dark-colored vehicle. Both of the males returned fire at the vehicle. A Clark PUD utility conduit was struck and cut power servicing some residences as well as Walgreens and Hi-School Pharmacy who were forced to close for business. No injuries were reported. This incident is being investigated by the Safe Streets Task Force. 

On March 5, 2022, at approximately 11:05 p.m., Vancouver Police responded to 2900 E 20th St. for the report of drive-by shooting. The victim was standing outside the convenience store when a vehicle drove southbound on Fairmount Ave and an occupant of the vehicle shot at the victim several times as the vehicle drove by. The victim was struck by the gunfire, as was the store. Vancouver Police officers provided medical aid to the victim, who sustained what appears to be a non-life-threatening injury. The suspect vehicle was located, and a pursuit ensued. Officers lost sight of the suspect vehicle in the area of SE 98th Ave/SE Mill Plain Blvd.  The Vancouver Police Department Major Crimes Unit is investigating this incident. 

It is unknown at this time if the two incidents are related.

**Ricardo was located safe.**

On February 3, 2022, Ricardo Espinoza-Dominguez was reported as missing to the Vancouver Police Department. Close friends and family report last having communication with Ricardo in October and November of 2021. He does not have family in the Vancouver/Portland area. Ricardo is described as a very private person and little information is known about his personal life, last known clothing description or address. Ricardo is a 37-year-old Hispanic male, 5’8”, 190lbs with brown hair and brown eyes.

It is likely Ricardo was living in his vehicle, a red 2018 Nissan Altima with a Washington State license plate of BSC9299.

Vancouver Police investigation into shooting continues03/04/22

Vancouver, Wash. –On March 4, 2022, at approximately 7:50 a.m., Vancouver Police responded to the On Trac warehouse (3600 block of NW 32nd Ave) for the report of a disturbance with weapons. When police arrived, they located a male with a gunshot wound. He was transported to an area hospital and is currently in stable condition.  

The Vancouver Police Department Major Crimes Unit is investigating this incident. Based on information from witnesses, the incident began with a physical altercation (fist fight) between two males who are contracted employees at the facility. Several employees and witnesses intervened to break up the fight and both involved males return to their respective vehicles, which were parked inside the warehouse. A few minutes later, one of the males, (23 years of age, now determined to be the victim), drives past the other male’s vehicle (21 years of age, now determined to be the suspect) and stops momentarily before driving away. The suspect exits his vehicle via the passenger side door, stumbles and falls, dropping a knife. He picks up the knife and sprints toward the victim’s vehicle, which is stopped a short distance away with the driver’s side window down. As the suspect continues to run toward the victim, who is sitting inside his vehicle, the victim arms himself with a gun and shoots one round at the suspect striking him in the leg.   

The victim was cooperative with police, was interviewed and subsequently released. Based on information from the investigation, the victim acted in self-defense.

The investigation is continuing. No charges have been filed and there have been no arrests. The names of the involved parties are not being released at this time.

Vancouver Police investigating a shooting (Update to date of incident)03/04/22

On 03-04-22 at approximately 7:50 AM multiple Vancouver Police, Clark County Sheriff’s Office, and Washington State Patrol units responded to report of “Disturbance with a Weapon” at the “On Trac” distribution company’s warehouse, located at the 3600 block of NW 32nd Ave in Vancouver, WA. 

Multiple callers reported that a shooting had just occurred at the above location.  Arriving police units located the victim inside the warehouse.  The victim was injured from a possible gunshot wound.  Officers also located and detained an adult male who was identified as the suspect in this incident.

The victim was rendered aid and subsequently transported to an area hospital by rescue ambulance.  As of the time of this writing the victim was in critical condition and in surgery.

Both victim and the suspect are adult males.  Their identities are not being released at this point in time. 

Vancouver Police Department’s Major Crimes Unit detectives have taken over the investigation which is currently active.

Investigators did establish that this incident involved two individuals only.  There are no outstanding suspects or firearms and there are no known reasons to believe that there is any danger to the public in reference to this incident.

Missing Vancouver Woman Located (Photo)03/04/22

**Christina was located safe in Kent, WA.**

On February 13, 2022, Christina Leah Anne Schuster was reported as missing from the Vancouver area. She was last heard from around January 29, 2022. Christina does not have a permanent residence but stays in regular contact with family and close friends. 

While her last known clothing description is not confirmed, she regularly wears a mustard-colored jacket, green army camo pants, and mustard-colored boots. Christina is a 37 year old mixed race female with light brown skin, 5’7” and about 150lbs with brown eyes and naturally brown hair though she regularly wears wigs. Christina has a tattoo of the Lord’s Prayer on her right forearm, the word “Barbie” on the inside of her right wrist, stars on top both of her feet, Hawaiian flowers on her left arm, “Aloha” on her lower back.

Christina’s last believed location was Kent, Washington. If you have had contact with Christina since January 29th, or have information regarding her whereabouts or disappearance please contact Detective Jensen [email protected] or Sergeant Ballou at [email protected]“>[email protected].

Public Assistance02/28/22

The Vancouver Police Department is requesting the public’s assistance with the investigation of a potential kidnapping. 

At 6:44 pm, on 2-28-2022, several callers reported a kidnapping had occurred at the intersection of SE Mill Plain Blvd and SE 164th Ave. 

The suspect was described as a shorter White or Hispanic male, 20 to 30 years old, wearing a white shirt. The suspect’s vehicle is a newer model 4 door full size truck that maybe gray in color.  The victim was a female described as having a shorter stature with dark colored hair, wearing a puff jacket. An extensive area check was conducted and the suspect and victim could not be located. 

Anyone who may have witnessed the incident or has video of the incident is asked to call 311.
