Richard was located and reunited with his family.

Vancouver Police Department is requesting the public’s assistance in locating a missing 86-year-old male. Richard Wagner was last seen in the Vancouver area on 5/11/22 around 1500 hours driving a 1996 green, Dodge Ram 1500 bearing Washington plate C51441C.

Richard is a White male, with thinning grey hair, and green eyes. He is 6’2” tall and weighs about 140lbs. He was last seen wearing a blue t-shirt, black jeans, and black shoes. 

Richard has been diagnosed with dementia and may have difficulty finding his way home.

Vancouver Police arrest male after two-hour negotiation (Photo)05/06/22

Vancouver, Wash. –On May 5, 2022, at approximately 8:00 p.m., Vancouver Police responded to a business in the 2600 block of Falk Rd. for a male who was passed out in a vehicle parked outside their pharmacy. Prior to calling 9-1-1, an employee attempted to wake up the individual by knocking on the window of his vehicle and saw a loaded firearm magazine on the passenger seat of the vehicle, along with gloves and a mask. 

Due to the likelihood of an involved gun, responding officers attempted a high-risk traffic stop. The male accelerated away and became high-centered on a curb, where he refused to exit the car for over two hours despite efforts of negotiation, de-escalation and offers of medical aid, as it was believed the subject had ingested Fentanyl. The subject eventually surrendered without incident. A search warrant for the vehicle resulted in recovery of a stolen firearm. 

Casey S. Keith, 43, was booked into the Clark County Jail for Unlawful Possession of a Firearm, Possession of a Stolen Firearm and DUI.

Vancouver Police is seeking assistance in locating missing child (Update: Located)05/03/22

The Vancouver Police Department is seeking the community’s assistance in locating a missing 12-year-old male. Hayden Davis was last seen on 5/2/2022 near the area of the Wal-Mart (221E NE 104th Ave, Vancouver, WA).  Hayden is a White male with short brown hair and blue eyes. He is 5’3” tall and weighs about 140 lbs. he was last seen wearing a black sweatshirt, gray sweatpants, and white shoes. 

Anyone with information about Hayden is asked to call 911.   

Vancouver Police Department investigate kidnapping and auto theft (update: vehicle located )04/27/22

Vancouver, Wash. –On April 26, 2022, at approximately 9:00 a.m., Vancouver Police responded to a kidnapping and auto theft in the 4700 block of NE 119th Avenue. A woman parked, with her vehicle running, in the driveway of her babysitter’s home and left her 3-year-old daughter inside the vehicle, buckled into her car seat, while she took her other children inside the house to drop them off. When she came out, her vehicle with her child inside was gone. The woman called 9-1-1 to report the incident. While she was on the phone with dispatch, and police were converging on the area, another call came into dispatch from a SeaMar clinic located at 11801 NE 65th St. stating a male subject got out of a vehicle, removed a child still sitting in a car seat and left her sitting by their front door. After dropping off the child, the male got back into the vehicle and drove off. The child was reunited with her mother shortly thereafter. 

The suspect was described as a white male, approximately 40-50 years old, heavier set with brown hair and a facial beard. 

The vehicle is a 2022, gray Volkswagen Atlas, WA CCC3903 which has not been located (attached photo is not the actual vehicle).

Anyone with information on the location of the vehicle or the suspect should call 9-1-1. Do not approach the vehicle or the suspect.

Vancouver Police investigate fatality collision04/22/22

Vancouver, Wash. –On April 22, 2022, at approximately 5:32 a.m., Vancouver Police responded to 7803 NE Fourth Plain Blvd. (SeaMar Clinic parking lot) for the report of a motorcyclist who had been hit by an SUV. According to witnesses, they overheard the motorcyclist and other individual(s) in the parking lot possibly getting into some type of confrontation, they heard a crash and saw a dark-colored SUV driving out of the parking lot and the motorcyclist laying on the ground. The motorcyclist, a 57-year-old male, was transported to an area hospital and did not survive his injuries. 

Detectives from the Vancouver Police Department Major Crimes Team are investigating. 

No further information is available at this time.

Vancouver Police investigate drive-by shooting04/15/22

Vancouver, Wash. –On April 14, 2022, at approximately 4:45 p.m., Vancouver Police responded to a disturbance with a weapon call in the south parking lot at 8700 NE Vancouver Mall Dr. According to witnesses, a dark-colored vehicle occupied by several males drove past another vehicle in the parking lot and witnesses heard gunshots. Both vehicles fled the area. Arriving officers located multiple shell casings in the area where the shooting took place. No injuries have been reported and no suspects have been identified. 

The Vancouver Police Department Safe Streets Task Force is continuing the investigation.

Vancouver Police missing person case closed after remains positively identified04/13/22

Vancouver, Wash. – On March 11, 2018, the Vancouver Police Department took a report of a missing person, Ashanti A. Conde, DOB: 8-1-1990. Ms. Conde’s family reported they had not seen her for a few weeks. Through the course of the Vancouver Police Department investigation, it was determined that Ashanti Conde was last seen alive on February 22, 2018, in the area of Brush Prairie, WA., with a subject identified as Michael Conley. Michael Conley was reported missing on February 27, 2018.

Mr. Conley and Ms. Conde left Brush Prairie area on the evening of February 22, 2018, in a Cadillac Sedan. This was the last time they were seen alive. According to Skamania Co. Sheriff’s Office reports, witnesses observed the Cadillac sedan crashed in a rural area in Skamania County just north of the Dougan Falls area on February 24, 2018; at this time, the vehicle was covered in snow; however, no one appeared to be in the vehicle. 

On March 9, 2018, Michael Conley’s body was recovered near the Cadillac sedan with no signs of foul play observed. Clark County Search and Rescue conducted a search of the area around the vehicle; Ms. Conde’s remains were not located at that time. 

Multiple tips were received throughout the investigation that proved fruitless and multiple searches were conducted in a variety of locations throughout SW Washington. 

On September 26, 2021, the Skamania County Sheriff’s Office, in coordination with the Clark County Sheriff’s Office Search and Rescue Team and other teams, searched the area again around where the Cadillac sedan was recovered. During this search, human remains were located in a very rugged, and steep area near the sedan location. The remains were sent to a private lab for positive identification.

On March 31, 2022, Vancouver Police were notified by the lab that the remains were those of Ashanti Conde. With the positive identification and recovery of her remains, the Vancouver Police Department has closed the missing person case on Ms. Conde. 

Information related to the death of Ms. Conde is being handled by the Skamania County Prosecuting Attorney’s Office and Skamania County Coroner’s Office.
