The Vancouver Police is seeking assistance from the public in locating a missing juvenile. Alyssa Angelica Miller, 11 years of age. She left her Vancouver family home around 1800 (6pm) hours on 08/09/2022. Alyssa is described as an white female, 4’06”, 90lbs, light brown hair and brown eyes and may have some scars on her legs. She was last seen wearing black shorts, white top and Birkenstock style sandals. Alyssa is considered high risk missing persons due to her age. Anyone with information regarding Alyssa’s location is urged to call 911.
Vancouver, Wash. – On August 7, 2022, at approximately 9:07 p.m., Vancouver Police responded to NE 62nd Avenue/NE Fourth Plain Blvd. for the report of a shooting. When officers arrived, they located a 34-year-old male on the ground with multiple gunshot wounds. Responding officers quickly began advanced first aid and applied chest seals to treat the victim before emergency medical personnel arrived to transport the victim to an area hospital.
Detectives from the Vancouver Police Department Major Crimes Unit and Safe Streets Task Force are investigating. There is no suspect information at this time, and nothing further is releasable.

On 8/6/22 at approximately 9pm, Vancouver Police responded to a collision in the 3200 block of NW Lower River Rd. The collision involved a Dodge Nitro and a Yamaha motorcycle. The rider of the motorcycle, a 22 year old Vancouver resident, was transported to the hospital with life threatening injuries. The driver of the vehicle was a 15 year old female and the passenger was a 55 year old male, both Ridgefield residents. The driver and passenger were not injured in the collision.
The VPD Traffic Unit responded and is conducting the investigation. Alcohol and speed are believed to be factors in the collision. The names of the involved persons are not being released at this time.

Vancouver Police looking for missing man (Photo) – 08/02/22
8/2/2022 Update:
On the morning of 8/2/2022 Clark County Sheriff Search and Rescue under the direction of VPD conducted a search of wooded areas northeast of Lacamas Lake. The search commenced at the trailhead parking lot for the Lacamas Heritage Trail at the corner of NE Goodwin Rd and NW Alexander Ln. Remains of a male were found in a densely vegetated location between the trail and Lacamas Creek, about a half mile from where Kevin Osterkamp’s pickup truck had been found abandoned. CCSO SAR conducted searches on four days leading up to this recovery.
Confirmation of the identity and cause and manner of death of the remains is still pending from the Medical Examiner. At this time no foul play is indicated.

The Vancouver Police Department seeks the public’s help in locating Kevin Osterkamp, a 44-year-old Vancouver man missing since late June. Based on a conversation with a close friend, the last time he spoke with anyone was June 22nd. Osterkamp’s Nissan Frontier pickup truck was towed from the parking lot of Lacamas Regional Park on July 18th, but had reportedly been in the lot for over a week before being removed. Osterkamp is a white male with brown hair and eyes. He is about 6’1″ tall and about 160 lbs. Anyone with information about Kevin Osterkamp is asked to call 911 or to email Detective David Jensen at [email protected].
Vancouver, Wash. – During the regular Vancouver City Council meeting on August 1, the Vancouver City Council unanimously voted to approve the withdrawal of the Vancouver Police Department (VPD) from the Clark-Vancouver Drug Task Force.
In early July, Vancouver Police Chief Jeff Mori provided Clark County Sheriff Chuck Atkins a courtesy notice of the intent to discontinue the VPD’s participation in the Clark/Vancouver Regional Drug Task Force (DTF). Following last night’s City Council Meeting, Chief Mori will provide Clark County a formal six month written notice to withdraw from the DTF.
“We didn’t come to this decision lightly, but with a 27% increase in police reports since 2020, about 70 per day, combined with our current staffing shortages, we need to focus all of our law enforcement resources on the Vancouver community,” Chief Mori said. “I believe it is in the best interest of the City of Vancouver and our community to return the DTF resource back to VPD in support of addressing the increasing crime issues our community is experiencing.”
Established in 1982, the DTF is a multi-agency drug enforcement team designed to identify, investigate and disrupt or dismantle drug trafficking organizations working in Clark County. The Vancouver Police Department has dedicated a varied number of detectives to the DTF since its inception. Currently, the VPD has one detective assigned to the task force.
Currently, drug-related investigations in Vancouver are handled by Detectives from the Vancouver Police Neighborhood Response Team and officers within the Patrol division who frequently investigate individuals involved in smaller scale drug sales and distribution. The Vancouver Safe Streets Task Force, which partners with the Federal Bureau of Investigations (FBI), focuses on identifying and arresting individuals associated with violent crime, of which the drug trafficking nexus is a significant component. These units will continue to handle those investigations and the plan is to assign the VPD detective that is currently in the DTF to one of the VPD investigative units to assist with the growing workload.

Missing Endangered Person (Photo) – 08/02/22

The Vancouver Police is asking for the public’s help in locating a Missing Endangered Person. Carol Jean Rice was last known to be in the area of NE 39th St and NE Edmunds Rd in east Vancouver on 08/01/2022 at about 9:00pm. She was driving a silver 2006 Toyota Corolla 4 door sedan, CA license plates 5RHT356. Ms. Rice is described a 75 year-old, white female, 5’00” tall, 150lbs, gray hair, and blue eyes. She was last seen wearing a gray shirt and gray pants. She is considered a missing endangered person due to medical conditions that require medication that she does not have with her and due to her mental state. A Silver Alert has been issued for Ms. Rice. Anyone who has information regarding Ms. Rice’s whereabouts is urged to call 911.
Last night at approximately 0138 hours Vancouver Police responded to a collision near 1504 NE 138th Ave. Officers arrived and found a vehicle had left the roadway and rolled over. The victims in the vehicle suffered minor injuries. They stated they were chased by the suspect from the shooting on 8/1/2022 on E 35th St in Vancouver. The suspect vehicle was located and the suspect fled on foot from officers. Containment was set and the suspect was taken into custody near the 13000 block of NE 24th Circle. Members of Major Crimes. Neighborhood Response Team, Safe Streets Task Force and the Traffic Unit responded to process all scenes and continue the investigation.
Shuderrin Javion Flentroy, 03/04/2000, was booked into the Clark County Jail on one count of Assault I and one count of Assault II. More charges could be added at a later time.
Vancouver Police were called to the 2000 Block of E 35th St at approximately 1415 hours for the report of a shooting. Upon arrival officers found an adult male suffering from a gunshot wound to the leg and a small child with an injury still under investigation. Officers provided medical assistance to both victims and AMR arrived for transport to the hospital. The victims have non-life-threathening injuries.
Major Crimes and Safe Streets Task Force responded and are processing the scene and conducting interviews. Investigation is ongoing.

Vancouver, Wash. – On July 27, 2022, at approximately 7:19 p.m., Vancouver Police responded to a traffic collision at S Andresen Rd./MacArthur Blvd. involving two vehicles. The investigation from the Vancouver Police Traffic Unit indicated a truck failed to stop at the 4-way stop and t-boned a Toyota Prius that was in the intersection. Speed of the truck was estimated to be 60-70 m.p.h. The driver of the Prius was pronounced deceased at the scene. Speed and impairment were factors in the collision. The driver of the truck was transported to an area hospital for evaluation of injuries and once released will be booked into the Clark County Jail for Vehicular Homicide and DUI.
The Vancouver Police Department Traffic Unit is continuing the investigation. Nothing further is releasable at this time.

Vancouver, Wash. – On June 28 and July 20, Vancouver Police partnered with multiple retailers in east Vancouver, and their respective loss prevention teams, to focus on retail theft.
The June 28 emphasis involved four retailers, lasted four hours and resulted in three arrests. The July 20 emphasis involved eight retailers, lasted eight hours and resulted in eight arrests, the seizure of two vehicles for search warrants and the recovery of stolen property.
Although both emphases focused on retail theft, in which those arrested were charged with Theft II and/or Theft III, additional charges including possession of a stolen vehicle, forgery, violation of a protection order and the apprehension of multiple wanted individuals were also a result of this focused enforcement.
The Vancouver Police Department continues to work with retailers throughout Vancouver to conduct retail theft enforcement emphases to address and deter this type of criminal activity.

Vancouver Police continue shooting investigation (Update: Witness information) (Photo) – 07/25/22

Vancouver, Wash. – The Vancouver Police Department is continuing the investigation into a shooting that occurred on July 17, 2022, in which an 18-year-old male and a 19-year-old male were killed, and a 17-year-old male and a 19-year-old male were injured. All four victims are out of Portland. The two injured victims remain hospitalized in stable condition and their identities are not being released at this time. The identities of the two deceased victims will be released by the Clark County Medical Examiner’s Office, pending completion of their investigation.
The incident began as a party at a residence in the 3600 block of E 11th Street that started at approximately 10:00 p.m., with 15-20 invited guests, and quickly grew to over 70 people by midnight. At approximately 1:20 a.m., a verbal altercation between attendees at the party escalated, and four individuals were shot, each sustaining multiple gunshot wounds.
There is no suspect information currently and the investigation by the Vancouver Police Department Major Crimes Unit and Safe Streets Task Force is continuing.

On 7/18/2022 at 4pm, Vancouver Fire Department and Vancouver Police Department responded to a swimmer in distress at Frenchman’s Bar Park. A 30-year-old male from Hillsboro Oregon had fallen off a paddle board and was struggling to swim to shore. VFD deployed rescue swimmers, but he had been underwater for several minutes and they were unable to locate him.
Members of the Clark County Sherriff’s Office Search and Rescue dive team responded to assist in locating and recovering the body. He was located by divers and pronounced deceased at the scene.
The Clark County Sherriff’s Officer Marine Unit, Portland Fire Marine Unit and the US Coast Guard also responded, providing resources and a tremendous effort trying to locate the swimmer.
No further information is available at this time.
Vancouver, Wash. – On July 17, 2022, at approximately 1:20 a.m., Vancouver Police responded to the report of a shooting at a residence in the 3600 block of E 11th Street where a large party involving 50+ people was occurring. When police arrived at the residence, they located three individuals with gunshot wounds, one was deceased at the scene, two were transported to an area hospital, where one died. Shortly thereafter, a fourth gunshot victim, associated with this incident, arrived at the hospital via private vehicle. The two surviving victims are in serious condition. Witnesses have provided limited information to police regarding the suspects(s).
Detectives from the Vancouver Police Department Major Crimes Unit and Safe Streets Task Force are continuing the investigation. Nothing further is releasable at this time.

The Vancouver Police is seeking assistance from the public in locating two missing juveniles. Anthony Gonzalez, 12 years of age and Lluvia Gonzalez, 11 years of age, are siblings. They left their family home in the Vancouver Rose Village neighborhood around 1200 am on 07/11/2022. Anthony is described as an Hispanic male, 5’01”, 140lbs, black hair and black eyes. He was last seen wearing a white t-shirt, red sweat pants, and black and white shoes. Lluvia is described as an Hispanic female, 5’01”, 150lbs, black hair and black eyes. It is unknown what she was last wearing. These children are considered high risk missing persons due to their age. Anyone with information regarding their location is urged to call 911.
